Todd Tracy, Director

Todd Tracy is presently the Director of the Illinois Small Business Development Center at Kaskaskia College and the Institute for Entrepreneurial Success. Duties include the coordination of counseling and training services to entrepreneurs starting or expanding their business.

Todd holds a B.S. Degree in Management and an M.B.A. from Southern Illinois University-Carbondale and Southern Illinois University-Edwardsville, respectively. Todd has many years experience as a small business entrepreneur, having owned Mulberry Hill Picture Framing, from 1986 until 2003. Currently, Todd serves as principal with both, Arc Investment, LLC, and Union Systems, Inc.

Prior to taking the position with Kaskaskia College, Todd, served as Director of Energy/Marketing for the Illinois Small Business Development Center at Southeastern Illinois College, where he administered the Illinois Department of Commerce & Community Affairs funded Illinois Small Business Energy Program. In addition to serving with the SIC-SBDC, Todd was employed as Economic Development Director for the Southeastern Illinois Regional Planning & Development Commission where his responsibilities included administration of the region's Small Business Revolving Loan Funds. He has experience working as a commercial realtor for Coldwell Banker, Inc. and as a Marketing Coordinator for The Williamson Company, Inc.

In 1999, Todd received designation as an Economic Development Finance Professional from the National Development Council and was certified with the Illinois Entrepreneurship and Small Business Growth Association as a Certified Business Specialist in 2000.

Todd is an active member with many organizations including the South Central Illinois Growth Alliance, Salem Business and Industrial Commission, and the Jefferson, Marion, Washington Community Development Corporation.


Lee Ann Schultz, Business Specialist

Lee Ann began her career in accounting in 1990 where she completed all bookkeeping and reconciliations for a family owned trucking company. She went on to complete payroll and other accounting activities while raising her two children.

In 2003, she wrote two e-books: “Have It All right Now: Happiness, Love, Money” and “Love Yourself, Others Will Follow”, selling 5,447 copies in conjunction with the website 2behappy.com.

Lee Ann opened Payroll Perfection LLC in October 2006. Payroll Perfection completes accounting, payroll, and income taxes for area businesses. She is also a Certified QuickBooks Pro Advisor, completing twenty-two training modules to gain the certification.

She is in the process of obtaining a Bachelor of Science degree in accounting through the Minnesota School of Business Online, where she tutors other accounting students. She was chosen the Student of the Semester because of her willingness to help others, high honors achievement, and perfect attendance

Lee Ann had earned certification in Federal Tax Preparation and Audit from the National Tax Training School in Mahwah, NJ and is a Notary Public.

She is also a member of the Southern Illinois Networking Association and Centralia Greater Chamber of Commerce.

Illinois Small Business Development Center at Kaskaskia College has been partially funded by the U.S. Small Business Administration in partnership with the Illinois Department of Commerce & Economic Opportunity and Kaskaskia College as a service to Illinois small businesses. All SBA programs are extended to the public on a nondiscriminatory basis.
